Duties WHAT IS THE LARGE BUSINESS AND INTERNATIONAL DIVISION? A description of the business units can be found at: Vacancies will be filled in the following specialty areas: Large Business and International Director Withholding, Exchange and International Individual Compliance (WEIIC), DFO FPP & AEOI, FPP Program Office The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Performs assignments that are agency-wide in scope and have significant impact on issues facing the operating unit. Leads Business Reviews of field and headquarters offices, serves on task forces or study groups, establishes policy for field operations, and performs independent analyses of Area or nationwide Compliance mission critical tax related operations.
  • The employee comprehensively plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, teams, or interfacing administrative systems.
  • Independently studies complex problems facing operating unit functions or those of particular concern within the Compliance assigned organization. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate expert analytical and process analysis skills.
  • Prepare background packages and/or position papers for use by others in matters involving the administration of information reporting and withholding (Chapter 3 and Chapter 4) and other international agreements.
  • Develop and present plans for assigned activities.
  • Coordinate projects, program segments, and procedures related to Chapters 3 & 4 withholding.

  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

SPECIALIZED EXPERIENCE GS-14:

To be eligible for this position you must have one year of specialized experience equivalent to the next lower level (GS-13) in the federal service. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. This knowledge is generally demonstrated by assignments where the applicant is the authoritative program expert with substantial responsibility for performing analytical and evaluative staff work primarily involving financial management and strategic planning. This work includes conducting cost and spending studies; evaluating the progress in achieving strategic objectives; preparing reports for executives; and, using statistical and process improvement methodologies to develop and/or implement performance measures, analyze processes, identify improvement opportunities, and improve customer service.
