If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
* Expert knowledge in methods and techniques pertaining to the interpretation and application of tax treaties to analyze and provide assistance to taxpayers requesting relief from double taxation, advise field agents and other IRS and Treasury personnel on treaty issues, participate in and administer the Tax Treaty IPN, and develop training materials.
* S. tax treaties, tax information exchange agreements, and generally-applicable competent authority agreements, including the U.Model Income Tax Convention and the Organization for Economic Cooperation and Development (OECD) Model Double Taxation Convention to participate in and support Treasury-led teams negotiating tax treaties and other international tax agreements and to develop U.Competent Authority at OECD and other non-governmental organizations concerned with international tax issues.
* Comprehensive knowledge of the mission of the IRS and Large Business &International (LB&I) and of the principles, practices, and policies of the organization in order to provide guidance and leadership in carrying out program strategies and to ensure the implementation and execution of policies and plans with a long-term outlook and consistent with customer needs.
* Knowledge of modern management techniques, methods, principles, and labor relations concepts in order to ensure optimum utilization of personnel, equipment, and space and to accomplish program objectives through combined technical and administrative program oversight.
* Expert knowledge of Revenue Procedures covering requests for relief and the prevention of double taxation and other policies and procedural guidelines relating to competent authority matters necessary to prepare applicable documents that implement settlements of assigned work and to advise other IRS personnel and taxpayers.
