Participates on behalf of the PMR Office on personnel system program development initiatives, including development and piloting of IRS plans for new performance management and awards systems. exercising specified latitude for developing assigned program area concepts and supporting strategies and plans for the IRS's leadership, incorporating evolving fields of enterprise data analytics. As a team leader or member, develops, designs and implements HR tools or approaches that include analysis and assessment methodologies. * Exercises independent technical judgment concerning the interpretation of policy planning, designing and executing assigned performance management projects and programs; Ensures compliance with overarching policies established by IRS, Treasury, OPM, and Executive Orders. Program areas often cross functional lines and require incumbent to integrate strategic planning issues such as streamlining and improving personnel system structure, rules, and processes; persuading senior officials to find common ground and accept controversial proposals. * Participates in working groups to present, defend, and negotiate PMR positions or protect office interests. Conducts Service wide studies, reviews, research, and analysis of workforce management, performance management, and/or awards. Represents the IRS as the senior specialist in assigned program/project areas. Serves as the focal point in these areas and provides, from a global perspective, technical assistance, policy interpretation and alternative options to senior management and officials as needed. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. The experience may have been gained in the public sector, private sector or Volunteer Service. To be qualifying, your experience must demonstrate knowledge of the performance management and/or award program including policies, procedures, and practices sufficient to execute a comprehensive service-wide performance management and/or award program; experience providing comprehensive HR advisory and technical consultation to advise and assist management in decision making; experience managing and operating HR-related automated systems and overseeing workforce training on HR systems to execute the performance management and/or awards program; assisting management in establishing, maintaining, and monitoring effective performance management programs to plan, monitor, develop, rate, and reward employee performance, and services that support formal and informal award programs.
